From an aristocratic family, Barrington was Private Secretary to Lord Palmerston and held various other high posts in government. Memories and opinions of Scottish salmon fishing and English, Irish and German trout fishing, sea-trout and grayling, through the eyes of one who had access to the exclusive waters of the wealthy. "Mr. Barrington was an excellent example of a broad-minded and tolerant angler. Though he began fishing before the dry fly was dreamed of, yet in his later years he was an ardent dry-fly man, though by no means a pedant; and his book contains as interesting data on chalk-stream fishing as are to be found anywhere. It is also very informing on the subject of the Hampshire Avon and its salmon fishing". (Obituary in the Journal of the Salmon and Trout Association, September 1911).
